The restrictions on use of marijuana on the Green, at the beach or in public buildings all are the result of the fact that the cannabis legislation adopts existing restrictions on where tobacco may be used, said Dominguez. “Because we don’t have a prohibition, we’re not required to designate an area,” Elicker said. While the state legislation effective July 1 gives municipalities the ability to designate locations where use of cannabis products is allowed, New Haven has no immediate plans to do that because it hasn’t passed any ordinances restricting where they may be used. “Rule of thumb: If you can’t smoke cigarettes, you can’t smoke marijuana, either,” said Elicker, who was flanked by Dominguez, Director of Health Maritza Bond and Corporation Counsel Patricia King.
